BELLBROOK — City council approved Ryan Homes’ request for a major change to the preliminary plan for the new section of The Vineyards Feb. 10.
The major changes came about when the builder realized that the preliminary plans needed to be reconfigured for the layout of the streets, the retention-detention area needed to be moved and the number of lots needed to be increased.
Throughout the process, homeowners have voiced their oppositions to some of the requested changes. In the end, the builder and the homeowners worked together to come to an agreeable compromise.
“In the 25 years that I have been doing this, I have never encountered a more articulate and more organized group of homeowners,” said Ryan Homes’ representative, Mark Locke. “They had concerns and we heard them. I think for the most part we have come to an agreement.”
The request for a major change went before the Bellbrook Planning Board late last year. At those meetings, nearly every homeowner of the already established Section 1 of The Vineyards, attended the public hearings to voice their concerns regarding Ryan Homes’ suggested changes. Each homeowner brought to the table their own issues and concerns as it impacted their family.
From concerns regarding increased traffic to the esthetic look of the new section, the residents of Section 1 fought hard to come to an agreement with Ryan Homes. With the flexibility, hard work and continuous interaction with Ryan Homes’ representative, Mark Locke, the homeowners and builders brought a plan to City Council that was agreeable to all.
Bellbrook City Council unanimously agreed to the major change to the preliminary plan for the Vineyards subdivision. It was approved with the following conditions.
1 - All recommendations of the city’s contract engineer for Section 2 final plans are met;
2 - The Covenants and Restrictions for the subdivision are adhered to as stated in the draft Covenants and Restrictions, specifically Sections 5.9.3 and 3.09.1;
3 - Vinyl siding is prohibited in Section 2;
4 - Structure materials elevations in Section 2 are consistent with Ryan Homes’ internal policy.
“We’ve already committed and told the residents that we are going to build similar/same products in Section 2 as in Section 1,” said Locke.
Even though, Ryan Homes has worked diligently with the homeowners of Section 1 to come to an agreeable resolution, the homeowners still have concerns regarding some covenants and restrictions, though minor. Locke has agreed to meet with the homeowners again to deal with these issues.
“We want to sit down with the residents over the next couple of weeks and go through this page by page. Let’s mark it up,” added Locke.
Now that the council has approved the ordinance, the next step is for the engineer’s department to finalize the plans so that Ryan Homes can complete the subdivision.
