Xenia streets picked for rehab in 2016

XENIA — Ten streets in the City of Xenia made the cut for the 2016 street repair program.

The streets and rationale behind the selection were presented to city council by City Engineer Chris Berger prior to the Feb. 11 regular meeting. The city annually spends at least $500,000 on street repair and has a goal of covering all areas of the city during each repair season.

For 2016, Berger has proposed sections of Hollywood Boulevard, Thornhill Street, Smith Drive, Saxony Drive, Bowman Drive, Gayhart Drive, Hamlet Drive, East Church Street, Ledbetter Road and South West Street.

While there are fewer streets on the list compared to previous years (14 were repaired in 2015), Berger said the selected streets need more than just a simple shave and resurface and that there are larger areas of each street with a need.

“You’re going to spend the money faster,” he said.

Xenia has approximately $750,000 available for 2016 with money coming from the general capital fund, the municipal license tax fund and the Greene County permissive tax fund.

Streets are prioritized based on the pavement condition index, which scales from zero (the worst) to 100 (perfect), a staff assessment of the PCI versus the actual condition, and the water and sewer condition below the street.

Streets with a PCI of less than 30 and no need for water and sewer repairs are listed as top priorities. If water and sewer repairs are needed, the city waits until those are completed before resurfacing the street above.

City Manager Brent Merriman added that the city tries to maximize the work that can be done by searching for alternate funding, such as community block grants, and addressing streets that will improve traffic safety issues and fit within the city’s economic development strategies.

“The challenge of rehabbing our streets is a big one,” he said. “Everybody wants their streets repaved. We’ve got to be cognizant of that.”

Burger also said no crack-sealing will be done this year as the money usually set aside for that will be needed for a local match if the city is awarded a resurfacing grant from the Miami Valley Regional Planning Commission for work on Bellbrook Avenue.
