XENIA — Walter Marshall was born in 1915 in Colorado, he graduated from high school in Tennessee, then furthered his education at Muskingum and Indiana Universities and was a veteran of World War II. After retiring as principal of Xenia High School in 1972, he served the Xenia City Council in 1976 and 1977. He became the first person to be elected by the populace to be Mayor of Xenia. Previously, the mayor was selected by city council from members of that body. He served as Mayor of Xenia from 1978 to 1989.
