Beavercreek City Council to consider vacant property registry

BEAVERCREEK — Beavercreek City Council is expected to consider implementing a foreclosed and vacant property registry at a future meeting.

“It’s just a sign of the time, so to speak,” Beavercreek Mayor Bob Stone said. “We have a lot of vacant structures, not just in Beavercreek, but all of our neighboring communities. It’s something that other communities have decided that works well for them, so we’ve looked at their models and have come up with something that we think will work with us.”

The registry would require properties that are in foreclosure to be registered with the city once they have become unoccupied and would require the mortgage company to maintain the property, according to a memo written by Beavercreek Code Enforcement Officer Matthew Funk.

The program would also require registration for vacant properties that are not being kept in compliance with city codes. Vacant properties maintained in compliance with city codes would not be required to register, according to Funk.

According to Stone, a $150 annual fee would be required along with the registration.

“That’s just mainly so that we have a clear point of contact if orders have to be written on the property,” he said. “Then we also have that list compiled so that we can monitor those properties from a safety standpoint as well.”

Stone also noted that the fee would help to generate revenue to pay for code enforcement.

According to Funk, other local communities that have passed similar programs include Bellbrook, Dayton, Fairborn, Franklin, Moraine, Oakwood, Springboro and Xenia.

According to draft legislation for the program, “The intent … is to provide a mechanism to protect and preserve neighborhoods within the city from becoming unsightly and blighted due to the lack of adequate maintenance of abandoned foreclosures and vacant properties.”

Stone said that it was “very conceivable” that city council would consider the issue at its March 28 meeting.
