XENIA — City council will hold a public hearing Thursday regarding the five-year capital improvement plan (CIP).

The CIP provides the city and council a road map for financial planning and decision making on important infrastructure, system and fleet needs. It also provides council and the city information about needs related to public utility rate setting.

Specifically the CIP recommends capital plans for downtown, facilities, parks/trails/recreation, streets/transportation and public safety as well as enterprise utilities. They are funded through revenue from income and excise taxes, utility fees and grant funding, among other sources.

Specific items in the CIP are tied into the city’s comprehensive plan (X-Plan) including Detroit Street resurfacing with pedestrian/bike safety improvements; facility improvements including the relocation of Fire Station 32; a splash pad at Xenia Station; West Main Street/Hospitality Drive intersection; and a sewer lateral program.

Only a plan, if approved by council on Thursday, it will not allocate any funding or authorize any project. Council will not be obligated to implement any portion of the plan.

Actual funding and approval of projects comes during the annual budget process or by appropriation ordinances heard by council.
