City approves land development for townhomes

XENIA — City Council voted to approve a major change to allow development of 110 two-story rental townhomes in 15 buildings at a proposed site at 457 Dayton Ave.

Council approved Visser Building Co.’s plan to build the townhouses following approval by the city’s planning and zoning commission in July.

Located at the intersection of Dayton Avenue and North Allison Avenue, the change will allow Visser Building Co., to erect the townhomes including a clubhouse, covered parking, and a common recreational area. The townhomes will be rented at market value.

“They will be a welcome addition to the city as few comparable sites are available in Xenia, targeting young professionals who prefer to rent than to own,” said Council President Will Urschel. “With the projected arrival of thousands of recent college graduates coming to Wright-Patterson AFB in the next decade, this housing development is well-timed and situated to cater to the young professional community with easy access to U.S. 35 and the amenities of west Xenia as well as easy walking access to Cox Elementary School.”

According to city documents, the parcels of land in question were part of a PUD approved by council most recently via Ordinance 2018-21. The property was once the Greene Park Plaza Shopping Center although it currently contains two buildings adjacent to Dayton Avenue that house Community Action Partnership (CAP) and a Dollar General.

Ordinance 2018-21 authorized a PUD concept plan that envisioned a 125-acre commercial lot east of Dollar General and a 50-unit development of two, three, and four-unit residential buildings at the rear of the site. A new proposal was submitted by Idaho-based Visser and involves a significantly higher residential density, and removal of the 1.25-acre commercial lot.

The project proposes a 0.75-acre central private open space area. The townhomes would front on internal private drives with sidewalks and adjacent parking spaces, some of which would be covered by carports. Eight to 10 storage buildings are proposed and would be available for use by residents of the development.

Council stated that property had been utilized in the past for parking for those attending events at Doug Adams Stadium. Council believed that additional parking was included as part of the stadium upgrade project, which was a condition of the permit.
