City approves Highland Greene development plan

XENIA — City Council approved the planned unit development concept plan for the Highland Greene subdivision Oct. 12, despite numerous objections voiced during a public hearing held in September.

Although the concept plan was approved, Councilman Thomas Scrivens stated during the open meeting he would like a traffic study performed on the intersection of U.S. 42 North at Stevenson Road.

“It’s a recipe for disaster. There will be a lot of people living there. I don’t think the intersection can handle it,” Scrivens said. “I’m concerned about the traffic flow; there will be an extra 400 cars or possibly 800 if you count two vehicles per household. I can see it’s going to be a problem. And there are three universities down the road that could be impacted.”

The concept plan’s 187.836-acre subdivision calls for a 433-unit master-planned residential community located in northeastern Xenia. City records indicate the planned development will contain a variety of housing types, a community clubhouse with a pool, recreational amenities, and more than 100 acres of public/private open space.

The subdivision will have frontage on U.S. 42 and Stevenson Road. To the north lays Old Town Creed, the Summer Brooke South subdivision, and the WGC Gold Course. To the west is the Pinecrest Swim Club, Pinecrest Gardens subdivision, First United Christian Church, a self-storage complex, and a telecommunications tower.

To the south are single-family homes with a mix of lot sizes as well as a proposed solar farm to be located in Xenia Township. To the east is undeveloped and agricultural land owned by Central State University, also located in Xenia Township.

“This will be the largest new planned unit development in the city in the last 30 years,” said Council President Will Urschel. “It is also very placed on the northwest side of the city, as we anticipate a tremendous need for new housing to support the 2,300 new jobs coming to the Honda battery plant.”
